In an effort to provide more efficient services and support State and Regional planning goals, Pierce County is working with local cities to consider annexing unincorporated islands that are adjacent to their borders. The area often called "the chair" is surrounded by the City of Fircrest and is identified in both the City's Comprehensive Plan and the County Plan as an area planned to be served by and eventually annexed by the City of Fircrest.

On October 25, 2016, the Fircrest City Council  passed a resolution expressing their intent to annex the area by interlocal agreement. Currently the City and the County are working out the details of the interlocal agreement and a memorandum of understanding. After those draft have been prepared, public hearings must be held before both Councils.
